Try firing up the Store and make sure you are signed in there and see if you can download the game from there directly. Ensure you are signed in to the Store with the correct Microsoft Account, the one with the purchased game/game pass. · @frytup: Windows store which is practically interchangeable with Xbox app in terms of app management can just fuck up out of nowhere and not recognize that a game is installed or break during patch processes and either not complete the update, freeze the download process, or go back to not recognizing something as being installed..
