Answer (1 of 3): It bugged me out too at first but upon some serious monitoring and looking at my screen I figured it doesn't actually "restart" the whole download. What happens is that the system actually "installs" the downloaded files when the download gets paused/resumed which causes the dow. Download the installation file and save it in the "UPDATE" folder. Save the file as "bltadwin.ru". Plug the USB drive containing the installation file into the PS4 console. Start the PS4 console in Safe Mode: press and hold the power button, releasing after the second beep. Select Safe Mode option 7: Initialise PS4 (Reinstall System Software). Select the checkbox to automatically enable download and upload of data while your system is in rest mode.
